Not missing a beat, Stevens attacked the 1999 season. He set career-best marks throughout the year, logging 26 elimination round wins and resetting his personal best speed and elapsed time numbers on several occasions. Additionally, he participated in the Holley Dominator Duel, a special invitation-only event for the sports top-eight qualifiers. Along the way, Stevens also joined the exclusive Speed-Pro 200-mph Pro Stock Club after logging a 200.08 mph pass in Virginia.

The 1999 season also brought a change in team ownership. After two events, Collins left the sport and sold his entire operation to Stevens and his father Richie Stevens Sr., making Richie Jr. the youngest professional team co-owner on the circuit. Stevens capped off a very successful season finishing fifth overall.
